Inmate Communications

The Colorado Department of Corrections provides several ways to communicate with an inmate incarcerated in one of our facilities.

Inmates can receive letters while incarcerated.The sending and receiving of mail by offenders incarcerated in a Colorado Department of Corrections facility is governed by AR 300-38 Offender Mail

Inmates can also use the Colorado Inmate Phone System  or CIPS.  To find out more about calling an inmate please view the Inmate Phone System section below.

The DOC has recently piloted a new program called E-Messaging, this allows a person to send an electronic message to an inmate housed in one of our facilities. To find out more about Inmate E-Messaging please view the section at the bottom of this page.

Inmate Phone System

Colorado Inmate Phone System ( CIPS ) is the phone system used in Colorado correctional facilities.

May 1, 2013 CIPS CONVERSION OF COLLECT CALLS

VAC/GTL is making changes to their collect call (V-Connect).  Effective May 6, 2013 any party(ies) that are wishing to set up a NEW account to receive collect calls from an offenders must contact Offender Connect at 1-800-913-6097 or at (www.offenderconnect.com).  All existing accounts that have balances will automatically be transferred to the new system (Offender Connect) on June 24, 2013.  No disruption should affect offenders placing collect calls.

Terms commonly used in CIPS:

Intra-lata : Calls placed to a number not local but in the same calling area.

Inter-lata : Calls placed to a number in another calling area, within the state.
 

Inter-state : Calls placed to a number in another state.

International Rates Debit Rates Collect Rates
Calls placed to a phone number outside the United States and requires that the phone number be preceded by 011. A call in which the offender pays all the charges for the call. A call in which the called party pays all the charges for the call.

(This does not include calls placed to international numbers on the North American Numbering Plan (NANP), such as, Canada, Puerto Rico, Caribbean Islands, etc. NANP numbers are those that do not require the 011 in front of the number.  NANP numbers are rated at the same debit and collect rates which apply to United States numbers.)

Inmate Email

The Colorado Department of Corrections has a new online messaging system to help communicate with an inmate. The email system uses JPay. To send an email to an inmate please visit JPay at www.jpay.com to create an account and send letters electronically.

Before you can send an email you will need the inmate's DOC number.
